The assessment of values and development, and the re-enforcement of these values in all aspects of an organization's work are a formidable task and one that is only accomplished over an extended period of time. The introduction of values-based instruments and processes can be used to re-position an organization or as a way of increasing its credibility and productivity. I would like to share our ambitious efforts to introduce this process in the context of a correctional agency working as part of the Canadian public service.Any values-based system needs to be properly aligned with more that just one set of values if it is to be relevant and supported by a number of different groups and stakeholders.This paper describes the different values that must be considered and describes the values-based assessment process that is followed in the recruitment and selection process. It describes the challenges that a correctional organization faces promoting and supporting a values-based application in their daily work.The important aspects of research, ongoing monitoring, follow-up and evaluation are highlighted and described.It also provides a framework for the introduction of values-based employee/executive performance assessments and outlines the key leadership competencies that any organization should assess in the development of their leadership cadre.
