The purpose of my paper is to analyze the various proposals for planning as given in recent times, and to examine some historical, political, administrative implications. The subject of planning, however, is an extraordinary concept, it is extremely controversial, and, what seems good ethics and obvious logic to some, is tendentious ideology to others.
