The subject of Public Administration has, in recent years, acquired a very important place in the curricula of various universities in India and the number of those offering this subject has been steadily increasing. Voluminous literature on the subject has been published in the United States, Britain and in our own country. However, none of the books meant for our students deals comprehensively with all the important aspects of the theory and practice of Public Administration in a single volume. In writing
this book I have particularly kept in mind the needs of students preparing for university and competitive examinations. 'Public Administration -a Text-book for University Classes-is a comprehensive but concise study in the theory and practice of Public Administration with special reference to Britain, U.S.A. and India, as would be obvious from a glance at the contents.
I am deeply grateful to all those eminent authors from whose standard works I have taken most of the ideas and on the basis of which I have prepared the scheme of contents. I particularly acknowledge my debt to all those writers from whose books or articles I have quoted rather copiously. I am also indebted to the Indian Institute of Public Administration, at whose library I consulted most of the literature and material used in this book.
