The Senator from Illinois, believing that corruption in our government is far less deep and widespread than many people think but that we can no longer be content with a merely decent level of performance, makes concrete recommendations for the control of improper and illegal practices. He proposes the reduction or abolition of many of the subsidies that give individuals and corporations a stake in the government’s operations; he recommends the adoption of a list of proscribed ethical improprieties; he suggests legal limitation of the amount to be spent on campaigns and the wider financing of parties and candidates by individuals
