This case book is one of a series of monographs dealing with the development and use of cases published by members of the School of Public Administration in 1960. This project, under the general coordination of Professor Frank P. Sherwood, included Professor William B. Storm , Margaret Gregory Oslund, Research Associate , and Chong Mo Pak , Research Associate.
The purpose of the case project was to demonstrate some of the means for using cases in the classroom as well as to show how new cases can be developed . In this publication a number of cases developed by students in Professor Storm's Politics and Administration class are set forth in association with a frame of reference on the political environment of the public administrator .
The authors wish to express their appreciation to Frank Sherwood and Chong Mo Pak for their coordination and assistance in this project , and to Dean Henry Reining , Jr. , of the School of Public Administration and Professor Richard W. Gable of the International Public Administration Center , University of Southern California , for administrative support of this project .
Finally , the authors gratefully acknowledge their appreciation to the graduate and undergraduate students of the School of Public Administration who authored the cases used in this publication . These students are not mentioned here because of their reluctance to be identified with the situations they have reviewed , but our debt to them is large .
