It lays no claim to completeness. A "complete" Reader would run to numeours volumes, each of considerable length. It would hace to take systematic account of bureaucracy in various times and places during a large fraction of recorded history -from ancient bureaucracies of China, Egypt and Rome, to the principal varieties of our own day. It would have to treat political, relogious, economic, military and educational bureaucracies within each of these historical contexts. And finally, since the study of bureaucracy, like the study of other major forms of social organitazions, is not the exclusive province of the historian, ecoonomist or political scientist, the sociologist or social psychologist, this hypothetically complete Reader would have to include selections on each type of bureaucracy within each historical context from the special standpoint of each of the social sciences.
