This study is designed to present a general survey of governmental expenditure, revenue, and debt systems, with emphasis upon their economic effects and their relationships to principles of economic welfare. The standards of expenditure and revenue systems which will most closely attain the generally accepted goals of present-day systems are minimized in order to keep the volume within manageable lengths and to insure that the reader will not leose sight of the forest for the trees. Sufficient description is included, however, to provide a general undestanding of the present expenditure and revenue structures
