Along with the political question related to the existing institutional structures in these societies, the strategies and policies currently being pursued to modernize through technology development and transfer are also being questioned. Other issues, such as revolutionary technological developments and their world wide consequences, the nature of the technology transfer process, the legal aspects of the technology transfer process, the legal aspects of the managerial skills involved in such a transfer, impact on value systems, distribution of economic and political resources, and the role of women and other traditionally deprived groups are bein debated. Essays presented in this volume attempt to raise questions and analyze issues related to technology and development as part of public policy debate in Asia, Africa and Latin America. The outcome of such debate would have serious implications for the economic growth of these societies.
