Here three social scientist examine the distribution of goods and services among different groups and classes in Oakland, and analyze how and why the providing agencies allocate their service. The authors move beyond the "facts" of specific agency "outputs" (e. g. miles of streets resurfaced, number of library accessions) to normative judgments, evaluating the consequences for the citizenry of such agency actions. This is fascinating, well-documented analysis of the responsiveness and equity of urban services to the delt needs of a citi's populace; it deserves to be a model for similar projects elsewhere.
