La reflexión sobre el Estado y la manera como éste se relaciona con la sociedad y, la tendencia, cada vez más sostenido y creciente en que se imponen mecanismos mediante los cuales, áquella asume e incrementa su control sobre la actuación estatal, impregna las teorías de los científicos sociales desde hace tres décadas. La búsqueda se centra en lograr que la intervención de la sociedad en este sentido, se realice mediante mecanismos de participación eficiente y lo más directos posibles.El objetivo es, a partir del análisis documental referido a Latinoamérica, plantear algunas consideraciones teóricas sobre los tópicos antes aludidos, relacionando los mismos como el modelo de contraloría social que se pretende instaurar en Venezuela, desde la perspectiva de un Estado Federal autodefinido como democrático, participativo y responsable en el cual se intenta generar condiciones operativas para el ejercicio del control social y crear las condiciones procedí mentales para ello. A pesar del consenso sobre la importancia del ejercicio de la contraloría social, ésta como proceso, tropieza con algunas barreras en su concreción teórica, en la forma más eficiente en que puede implementarse en la práctica, en cuanto sus mecanismos, instancias y niveles de ejecución, y, el diseño normativo del marco que regula las acciones de quienes asumen las tareas de control desde la sociedad. Se pretende identificar si los problemas antes enunciados, de carácter general, se reproducen o no, en el caso venezolano.AbstractThe social comptrollership in the construction of the participative democracy. The reflection on the State the way like this one relates to the society, and the tendencu progressively more supported and increasing in that there are imposed mechanism by means of witch that one assumes and increases its control on the state performance, impregnates the theories of the social scientists for three decades. The search centres on achieving that the intervention of the society in this respect is realized by means of efficient and as direct as possible mechanisms of participation.The objective is, from the documentary analysis referred to Latin America, to raise some theoretical considerations on the topics before allude, relating the same ones to the model of social controllership who tries to be established in Venezuela, from the perspective of a Federal self-styled State like democratically, participative and responsibly in which is trying to generate operative conditions to the exercise of the social control and to create the legal conditions for it.In spite of the consensus on the importance of the exercise of the social comptrollership, this one as process, stumbles over some barriers in its theoretical concretion, in the most efficient form in which it can be implemented in the practice, as for its mechanism, instances and levels of execution and the normative design of the frame that regulates the action of those who assume the tasks of control from the society.
