Transparency and "good governance": the role of freedom of information laws in Canada

Such laws should therefore be an important focus of state reform. This paper examines the significance of Freedom of Information (FOI) Laws, drawing especially on experience from Canada. It begins with a review of the basis for access laws, outlines the components that must be combined to make such laws operational, then analyses Canadian experience in practice. Recent constraints in the Canadian context are then reviewed, leading to cautious and concerned conclusions - and to advocacy of a refreshed commitment to Freedom of Information in Canada.
