E-learning, which can be defined as the use of computer mediated communications to develop skills and knowledge, has in recent years become an increasingly prominent option in the in-service training of public service professionals. There is every indication that it will be even more central in the future. It is therefore important that e-learning providers in universities and elsewhere understand the critical success factors in e-learning for this clientele.Based on the Dalhousie University experience in offering an online MPA Management for managers and a web-assisted policy formulation and analysis workshop for operational managers, as well as insights from the literature and from colleagues around the world, this presentation stresses collaboration between all three stakeholders-government organizations, learners, and learning providers-in promoting public service competencies, 'just in time' curriculum design, participant sensitive, subject-centered blended instruction, and administrative and technical support for a seamless learning experience. These in place, e-learning could well become the venue of choice for public service professionals seeking in-service training possibilities.
